What exactly counts as good tea?

What is good tea? What does good tea look like? What kind of tea is delicious? How to choose a good tea?

This is a cliché, and most of the "normative answers" must be good raw materials, good craftsmanship, good storage, and then nod: Got it?

There is a certain basis for such an answer, and the truth is understood, but the crux of the problem is: I still can't understand.
